Notes from the January 16th Coaches meeting

American Legion Pre-Season Coaches Notes January 15-16, 2021 in Columbus, Nebraska

We are on track to conduct a normal Legion Baseball Registration process. At this time, there is no indication from the national office of any change to this. However, some of you may find that your username and password do not work. The National Office had been using 3 separate operating systems on 3 separate servers and has now migrated them all into one platform. This requires all previous users to reset their information. The most common mistake coaches are making during the registration process is that, once you put in the information for your new username and password, the system generates an email for you to confirm the information, and that seems to take little more time than most people are used to. Please check your email (and spam/junk folder) for that confirmation email and follow the instructions.

Tournament dates and site selection is posted on our website: only 3 sites changed from the 2020 selection. https://www.nelegionbaseball.net/2021tournaments

The 2 biggest changes are both driven by insurance and the sexual abuse and molestation (SAM) requirements –

  1. A certificate of SAM training must be on file at my office, new training every 2 years. I have recorded those people that turned on in last year. I can review the training if a person takes the version that is offered by PYS (background check company) so no need to send me one if it is completed on that. Every person who takes the background check will get an email offering the training.
  2. In the process of obtaining insurance, the Team Manager/Head Coach will be required to sigh the 2 SAM forms provided by the insurance company.

COID-19: The Nebraska American Legion Athletic Committee is not the infectious disease authority. If Covid continues to be a source of issue for your program, contact the local DHHS for your area, not a committee member.

Changes that will be in the NALB rule book (there are no new National rules for 2021)

Both the National rule book (ALB) and the Nebraska rule book (NALB) will be online only.

Overall: there will be increased penalties and scrutiny for unruly or aggressive participants of Legion baseball.

Reminder, this is a “by invitation league”.

[ ] 4. HAVE YOU OBTAINED ALL REUIRED PAPERWORK? Teams are required to provide to the post season tournament director (TD, at the seeding meeting), a Team Roster, Form 2s for each player, Transfer Form 76s (if any), CDC Certificate of Training for Brain Injury, Abuse awareness certificate of training, two (2) 5X7 Color Team Photos or a digital version, Insurance Forms, Legion Birth Certificate Verification Cards (LBCVC) and signed copy of NALB Code of Conduct for the head coach and team manager listed on roster. Failure to provide said material may result in disqualification. Birth Certificate Cards can be obtained through Department Headquarters. Certification of Birth Certificates will be done by the Head Coach or Team Manager. The form can be downloaded from the NALB rules and forms website and will need to be mailed to the Department headquarters. Do NOT retain original birth certificates.

Approved team entry (Registration) into the Nebraska American Legion Baseball Program must be completed through the National On-Line Registration System by May 15th. To be Approved, the registration and all fees must be paid and current coaches listed must have completed the background check and Abuse Awareness training. Failure to meet the May 15th deadline will incur a $200 late fee and may result in disqualification from competition in the Nebraska American Legion Baseball Program.

2.10 PITCHING: Teams in NE will abide by ALB Rule 1.R (a) Regular season: Coaches will fill out and retain teams pitching record on NALB Form 73-P. (b) Post season pitch count will be maintained by the tournament official scorer. (c) NALB will follow the MLB no-pitch intentional walk rules. (d) Any protest of an official’s call during a game: must be filed before the next pitch (see 6.08b)

5.01 ROSTER AND OTHER OFFICIAL PAPERWORK SUBMISSION: (a) Each team will be required to provide the Tournament Directors (at the seeding meeting), Team Rosters, Form 2s, Transfer Form 76s (if any), CDC Certificate of Training for Brain Injury, Abuse awareness certificate of training, two (2) 5X7 Color Team Photos or a digital version, Insurance Forms, Legion Birth Certificate Verification Cards (LBCVC) and signed copy of NALB Code of Conduct for the head coach and team manager listed on roster. Failure to provide said material may result in disqualification. (b) All players must have a National Form 2 (Player Agreement and Parent’s Consent and Release Form) completed by the player’s parent or guardian, and be in 20 the possession of the team’s coach/manager at all regular and Post Season games. Those without a properly completed form cannot participate. (c) Any player who does not have a LBCVC or Form 2 for presentation to the Tournament Director at the seeding meeting, shall be ineligible for all games in that tournament until such items are provided. Each coach and/or manager shall be responsible for carrying the LBCVC and Form 2’s for the team’s players. Coach/ Managers that do not provide required documents for each player or team are subject to suspension(s).
(Penalty) Team Manager and Head Coach are suspended from participation until all documents are presented. Any Player not having a Form 2 is suspended until provided.

Umpire points of interest

  1. In and outs limited to 8 minutes per team (pre-game warmups)
  2. 90 seconds between innings for warming up pitchers/catchers
  3. 12 seconds between pitches
  4. 30 minutes between games during a double header

May 15 - Teams must have APPROVED registration and registration fees and insurance paid (This includes SAM certificate). System is set to apply a $200 late fee after that date.
May 31 - all transfer Form 76's submitted (mailed, faxed, emailed)
June 12 – Tournament Director meeting, Lincoln
June 15 - Roster submitted (online)
June 30 – all players have mandatory Legion DOB ID card (good for duration of player eligibility, only new players or players who do not have one need them)
